Winning Public Support for Europe’s Energy Transition

Summary: A just energy transition is crucial in building the public backing needed to achieve climate goals.  If citizens see that regulations cutting carbon emissions can reduce rather than increase inequalities they are more likely to support them. The EU’s two key regulatory policies for appliance energy efficiency—minimum energy performance standards and mandatory energy labels have achieved major energy and costs savings.  This seminar will consider whether they cut carbon emissions in a way that also reduces inequality, looking at:

·       Whether decision-making processes enable broad participation (procedural justice)

·       Whether the allocation of costs and benefits reduces inequalities (distributional justice).

and offering recommendations for improvement.

Speaker: Fiona is a sustainable energy consultant with significant experience in renewable energy and energy efficiency.  As part of the energy consultancy group at AEA Technology she provided R&D programme and policy support to UK Government departments for Industry (DTI), Environment (Defra) and Energy (DECC), working on renewable energy and energy efficiency, latterly particularly on energy using products. Operating as an independent consultant since 2010 she has continued to provide expert support to international and national public sector organisations including, the Australian, EU, UK and US governments, IEA, and IEA 4E (Efficient Electrical End-Use Equipment Technology Collaboration Programme).
